to decimal degree conversion function. Say you get a set of plans from a surveyor
that has degrees, minutes and seconds coordinates. Say it was 12 degrees, 34 minutes and
56 seconds and you want to convert that to decimal degrees. That’s 12.58 degrees. Conversely, you might have something
that’s 23.25 degrees. That’s going to be 23 degrees, 15
